الأكاديمي والقيادي الجنوبي أ. د. عبدالناصر الوالي يوجه مذكرة رسمية للمبعوث الأممي تطالب بإدراج قضية الجنوب وتحديد إطار استعادة الدولة

وجه الأستاذ الدكتور عبدالناصر الوالي مذكرة رسمية وعاجلة إلى المبعوث الخاص للأمين العام للأمم المتحدة، شدد فيها على ضرورة التعاطي الجاد مع قضية شعب الجنوب العربي كملف مستقل ومحوري في أي مفاوضات قادمة لتحقيق السلام المستدام في المنطقة.
وأكد د. الوالي في المذكرة على أن شعب الجنوب يواجه ظروفاً إنسانية واقتصادية متفاقمة جراء سياسات الإفقار والإنهاك الخدمي، مشيراً إلى أن الحل الشامل لن يتأتى إلا بالاعتراف بالحقائق التاريخية والقانونية التي تؤكد أن وحدة عام 1990م كانت بين دولتين مستقلتين كاملتي السيادة وعضوين في الأمم المتحدة، قبل أن يتم إجهاضها وقهرها بالقوة العسكرية في صيف 1994م.
وجاء في المذكرة مجموعة من المطالب الإجرائية الموجهة إلى الأمم المتحدة ومكتب المبعوث الخاص، أبرزها:
1. التأطير المستقل: الإدراج الصريح والمستقل لقضية شعب الجنوب وإطارها السياسي ضمن المفاوضات الشاملة التي ترعاها الأمم المتحدة.
2. استعادة الدولة سلمياً: التأسيس لمسار تفاوضي سلمي يرعى استعادة دولة الجنوب العربي بحدودها الدولية السابقة لعام 1990م.
3. قوات فصل دولية: دراسة نشر قوات فصل دولية مؤقتة لتأمين الانتقال السلمي وتثبيت دعائم الأمن والاستقرار لشعبي المنطقة.
واستشهد د. الوالي بتصريح وزيرة الخارجية في الحكومة اليمنية، الدكتورة أفراح الزوبة، التي عبرت فيه عن فداحة الأزمة وضرورة الاعتراف بحدود الدولة المستقلة لضمان علاقات مستقبلية قائمة على الاحترام والتآخي بدلاً من مفاهيم الاحتلال والفرض القسري.
واختتم البيان بالإشارة إلى أن استعادة دولة الجنوب تشكل المدخل العملي والأقل تكلفة لإحلال السلام الداعم لاستقرار المنطقة وتجنيبها المزيد من الأزمات.

ADEN / RIYADH — Prof. Dr. Abdul-Nasser Al-Wali has officially addressed a formal memorandum to the Special Envoy of the UN Secretary-General for Yemen, emphasizing the urgent need to address the Issue of the People of South Arabia as an independent and central pillar in UN-sponsored negotiations for sustainable peace.
In his memorandum, Prof. Dr. Al-Wali highlighted the severe humanitarian and economic conditions facing the Southern population due to systemic service degradation and economic distress. He reaffirmed that lasting peace requires recognizing the legal and historical reality: the 1990 unification was established between two fully sovereign UN-member states before being forcefully collapsed by the 1994 military invasion.
The memorandum outlines key procedural demands submitted to the United Nations, including:
1. Independent Track: Formally incorporating the Issue of the People of the South as a distinct track within comprehensive UN peace negotiations.
2. Peaceful Statehood Restoration: Facilitating a negotiated path to restore the State of South Arabia within its pre-1990 international borders.
3. Peacekeeping Deployment: Exploring the temporary deployment of international peacekeeping or separation forces to secure a smooth and peaceful transition.
Prof. Dr. Al-Wali cited recent remarks by the Minister of Foreign Affairs of the Republic of Yemen, Her Excellency Ms. Afrah Al-Zouba, noting her acknowledgment that respecting independent statehood is far superior to maintaining coercive arrangements that perpetuate conflict.
The release concludes by asserting that the peaceful restoration of South Arabia provides the most viable and least costly framework for long-term regional stability.
